how to handle a write up

My husband has been a police officer for two years and has worked his whole career with one department. He has felt increasing hostility from his employer and has thought about leaving. Now he probably can't because they wrote him up for failure to act as a police officer, falsifying reports and something else really stupid. Then they suspended him without pay for 3 days. The incident was questionable. Now he is being told that he is "being watched" like they are just looking for him to mess up so they can fire him. How can he look for another job? If he doesn't tell them about this, it's bad. If he does, they may not like it. He can appeal the write-up sometime in the future but I don't know if we can wait that long and even if it is taken off, doesn't he still have to explain it in an interview?
