Here is a searchable online version of the Weld County Colorado Code. I did not find any reference to 'wind load' or 'wind impact load' -- but that does not mean that it is not there.

What it's worth, I did see a reference for a 30 pound wind load in the code for another Colorado locality.

As it turns out, the reference I saw to a 30 pound wind load (in the Fort Collins Colorado land-use code) turned out to be related to signs -- not fences [See: 3.8.7(O) (2)]. My apologies.

My search of the Colorado Revised Statutes found no reference to Wind Load as it applies to Fences. What is more, construction in Colorado is not regulated at the state level -- with the exception of electrical and plumbing.

Which, as far as I can tell, pretty much leaves you with contacting Weld County.

Is there some reason why contacting the county is not an option?
