US work eligibiliity for Canadain professional

I am a Canadian software developer who is interested in getting contract work in the United States. I went to the www.usembassycanada.gov website and found that I need a TN visa. But the primary requirement to apply for such a visa is a letter from a prospective US employer with a job offer. But the vast majority of contract job listings that I have seen indicate that the companies expect the contractor to have US work eligibility already when applying for a position. So how do I get work eligibility in the US without any connection to a US employer?

Dear jd Carter,

There are two things you can do:

1. Note that most of these statements are the employers way of ensuring that applicants understand that they will not pay for your TN visa. You can apply for the positions by submitting your resume. Include a cover letter that states that you will pay for and process your own TN Visa upon being accepted for the contract work.

2. If you are self employed and established as a Canadian Business (proprietorship), you can apply for a business license in the U.S. using a treaty-trader visa (E-Visa).
