Contractor filing EEO complaint against government agency

I'm a federal contractor. I applied for a government job for the agency I work for. They sent me a letter and call me telling me I got the job. After my current government supervisor resigned from her position, they told me I don't have the job now due to reorganization. The letter I got telling me I have the job is dated 4/11/2006 (it is post dated on 4/11/06 also). The letter I got today 4/21/06 (post dated 4/20/06) dated 4/6/06 tells me I don't have the job because someone else was chosen and that I was never chosen. What recourse do I have to file a formal complaint?

What EEO statute is the basis for your complaint?

Title VII prohibits individual and class
discrimination in the federal government on the
basis of race, color, sex, national origin, religion

The Age Discrimination in Employment Act specifically prohibits discrimination in the federal government on the basis of age when the complainant is 40 years of age or older

The Rehabilitation Act of 1973 (as amended) prohibits discrimination on the basis of disability

The Equal Pay Act prohibits sex-based wage discrimination.

What government agency was responsible for awarding the contract and are you emploed by them or an independant subcontractor?
