(Not a Job Question?)

Just hired as a supervisor with a staff of 6. Trying to get a grasp on how the work flows and what changes, if any, need to be made.. Every time I try to sit with someone to learn the process, I'm told that they are either too busy or that they didn't know they were suppose to "train me". Since this postion was newly created, I starting to feel like they are a little angry and are doing this on purpose.
What should I do? Should I speak to my manager? I don't want a total breakdown in communication.
