This is a common requirement, especially for government positons and the UN. The job advertisement lists the required skills. For example: Consensus Building.
In my work, personal life and other experiences I have built consensus. So, I would use the following language, called PAR. PAR means Problem Action Results.

Typically they want to know how you communicate, how you use your skills on the job. You do not have to address everywhere in your life you met it. Read your question like this: using your work (or) personal experience (or) educational experience, (or) training experience to describe how your skills match the crieria of the job.
You could for example, site educational courses you have taken as meeting the requirement for a skill for, lets say: accounting. I hope this does it.
