Wording Resume After Lengthy Absence From Workforce

Three years ago I lost my job when the government (IRS) contract I worked under was cut. I have a Masters Degree in counseling (I was a school counselor so have no LPC/PhD), several years' experience, and I THOUGHT I had lots of skills to offer in educational/career counseling. However, I have not been able to find a job.

With the economic downturn, companies in my area just aren't hiring these kinds of workers now. I am somewhat limited geographically due to family needs. I am now deeply in debt, facing the loss of my home, and EXTREMELY depressed. Every rejection letter (and I get VOLUMES every week) sends me further down the spiral.

First, how can I adequately explain a three-year absence from the workforce? I have been caring for an elderly parent, but THAT's so far away from my field, it doesn't help the job search.

Second, how can I successfully "shift" my focus from counseling to something else so perhaps I can be more successful. When I try to utilize a functional resume to apply for office/clerical work, I'm told I am "overqualified", and they end up hiring 18-year olds (I am nearly 50). I've tried to leave off my degrees, but that hasn't worked well. One employer found out accidentally and told me I was a "liar" by not revealing my educational background!

I HAVE to have some kind of a job, but due to some health challenges, I cannot stand on my feet for long periods (lets out fast food/Wal-Mart, etc.). I would offer to pay more, but as you can tell, I have VERY little money. Thank you.
